A.B.D. in Higher Education at
The Pennsylvania State University.

Annie Everett, M.P.P., M.A.

Hello and welcome my site!

I am a rising fourth-year doctoral candidate in the higher education program at The Pennsylvania State University. My praxis engages questions around the impact of public accountability on the construction of institutional outcomes; the use of student learning to improve institutional effectiveness; and stakeholder perceptions of “DEI” as a dimension of academic quality. Broadly speaking, I am interested in the way postsecondary institutions define student “success” and set appropriate metrics for success in the United States.

From May 1 to June 23, 2023 I served as the 2023 Fellow for the Council for Higher Education Accreditation (CHEA). In this role I assisted CHEA with recognition processes for regional accreditors, government relations, policy development, and advocacy work on behalf of CHEA member institutions. During my time as a CHEA Fellow, I published a public-facing article on Pell Grant reinstatement for incarcerated students. I also had the opportunity to co-author a critical literature review analyzing power and legitimacy in international quality assurance. In Summer 2022, I attended Cornell University’s School of Criticism & Theory as a Graduate Fellow participant. From June 2021 to the present, I have worked closely with Dr. Kelly Ochs Rosinger and the InformEd States research team to conduct policy analysis and original research on equity and effectiveness in state higher education funding.

I have a background in postsecondary administration, having served in several administrative roles across a variety of institutional types, including public flagship institutions, private liberal arts campuses, land grant universities, and emerging R1 and Hispanic-Serving institutions. I thrive at the intersection of theory and practice, and hold a deep appreciation for the role of data in institutional decision-making processes.
