Annie Everett, M.P.P., M.A.

Hello and welcome my site!

I am a fourth-year doctoral candidate in the higher education program at The Pennsylvania State University. My research and praxis focus on issues related to academic inclusion, international student support, and public accountability in higher education. Specifically, I explore how postsecondary institutions define student “success", set meaningful metrics, and leverage student outcomes to improve institutional effectiveness. I am also deeply interested in stakeholder perceptions of diversity, equity, and inclusion as a dimension of academic quality, as well as the internationalization of higher education.

In 2023, I had the privilege of serving as a Fellow for the Council for Higher Education Accreditation (CHEA), where I contributed to recognition processes for accreditors, policy advocacy, and government relations. During my fellowship, I co-authored a literature review on power and legitimacy in international quality assurance and published an article on Pell Grant reinstatement for incarcerated students. Currently, I serve as Lead of the International Student Inclusion Initiative at Penn State, where I guide efforts to enhance support programming for international graduate students that fosters more inclusive academic environments.

With a strong administrative background, I have held key roles at institutions such as Texas State University, Vanderbilt University, The Pennsylvania State University, and Cornell University. My experience spans various institutional types, including public flagships, private liberal arts colleges, and emerging R-1 and Hispanic-Serving institutions. I thrive at the intersection of research, policy, and practice, and believe in the power of data to inform institutional decision-making. Through my work, I aim to bridge the gap between theory and practice to create more equitable and effective higher education systems.
